estudo admite uma possível superavaliação, constatada na revisão do PITERP em 1984. É o PITERP - Plano Integrado de Terminais Rodoviários de Passageiros.&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-family:verdana;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-family:verdana;"&gt;Elaborado em 1978 pela Companhia do Metropolitano de São Paulo ( METRÔ ), o plano tinha como objetivo a "pré-localização e pré-dimensionamento de terminais rodoviários de passageiros na capital para um horizonte de dez anos".&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-family:verdana;"&gt;Foi a partir dele - e de sua reavaliação em 1984 - que chegou-se à configuração atual de três terminais ( Tietê, Barra Funda e Jabaquara ).&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-family:verdana;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-family:verdana;"&gt;&lt;span class="Apple-style-span" style="font-style: italic;"&gt;&lt;span class="Apple-style-span" style="font-weight: bold;"&gt;&lt;span class="Apple-style-span" style="color: rgb(0, 0, 153);"&gt;Situação do transporte rodoviário de passageiros em 1978&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-family:verdana;"&gt;O primeiro passo descrito no estudo foi mapear a situação dos terminais rodoviários existentes à época, bem como a demanda atual. Não encontrei o ano em que foi publicada a segunda edição. &lt;br /&gt;&lt;/span&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;span class="Apple-style-span"  style="font-family:verdana;"&gt;Segundo o site &lt;span class="Apple-style-span"  style=" ;font-family:Georgia;"&gt;&lt;span class="Apple-style-span"  style="font-family:verdana;"&gt;do Ministério dos Transportes, a principal razão pela não publicação de manuais posteriores foi o fim do &lt;/span&gt;&lt;a href="http://www010.dataprev.gov.br/sislex/paginas/24/1975/1438.htm"&gt;&lt;span class="Apple-style-span"  style="font-family:verdana;"&gt;ISTR (Imposto sobre os Serviços de Transporte Rodoviário Intermunicipal  e Interestadual de Passageiros e Cargas)&lt;/span&gt;&lt;/a&gt;&lt;span class="Apple-style-span"  style="font-family:verdana;"&gt;, principal fonte de investimentos no setor. E, claro, não houve o mínimo interesse do poder público em melhorar os padrões de qualidade da maioria dos terminais.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;span class="Apple-style-span"  style="font-family:verdana;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;span class="Apple-style-span" style="font-weight: bold; A título de exemplo, vejamos o tópico sobre a operação das plataformas, que estabelece que:&lt;/div&gt;&lt;div&gt;- para embarque &gt; o estacionamento do ônibus deverá ocorrer com uma antecedência máxima de 15 minutos;&lt;/div&gt;&lt;div&gt;- para desembarque &gt; o tempo máximo para operação de desembarque será de 10 minutos.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span" style="font-weight: bold; font-style: italic;"&gt;Classificação das Atividades Comerciais&lt;/span&gt;&lt;/div&gt;&lt;div&gt;Estabelece atividades comerciais básicas que cada terminal deve ter, segundo sua classificação.&lt;/div&gt;&lt;div&gt;Nesse capítulo também é interessante observar as atividades comerciais não permitidas. E eis a pergunta quer não quer calar: há vaso sanitário para todo mundo? Será que quem construiu o terminal dimensionou adequadamente o número de vasos sanitários em relação ao movimento do terminal? E você, digníssimo prefeito do município de Braço do Trombudo (SC), prometeu construir um terminal rodoviário para a cidade. Mas aí fica a dúvida: a partir de quais parâmetros se constrói uma rodoviária? Como eu dimensiono as futuras instalações do terminal? Há certos padrões a serem seguidos? E eu respondo, há sim. Foi elaborado pela primeira vez no final da década de 70 pelo extinto DNER (Departamento Nacional de Estradas de Rodagem). Foram publicadas ao todo três edições  do manual, que serviram de base para construção terminais como o Tietê, em São Paulo. A última foi em 1986 e até hoje é usada como parâmetro para construir/reformar um terminal rodoviário (um exemplo é o novo &lt;a href="http://www.campinas.sp.gov.br/bibjuri/r105-27052008.htm"&gt;terminal de Campinas&lt;/a&gt; - &lt;span class="Apple-style-span" style="font-style: italic;"&gt;foto*&lt;/span&gt;)&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;O MITERP de 86 é constituído de 11 (onze) partes que abrangem desde a sistemática de implantação, onde são descritas as etapas necessárias e os procedimentos a serem seguidos para a implantação dos terminais, até os critérios e recomendações de aspectos específicos de classificação e dimensionamento, localização, projeto arquitetônico, programação visual, atividades comerciais, regimento interno, controles estatísticos e financeiros e convênio com órgãos públicos. O manual classifica os terminais em oito categorias diferentes conforme o número de partidas diárias. Para cada categoria há um número médio de plataformas de embarque e desembarque a serem construídas.
